It is necessary to identify the primary purpose or end of a Society, and all the means necessary to arrive at the end. Constitutions and laws are necessary, but they are just if they have truth and the moral. The downfall of Societies happens when Societies have lost sight of the primary end for which they were constituted and pursue instead a variety of other interests which often arise as a result of prosperity and wealth unevenly distributed.
